City manager. City administrator. Chief Administrative Officer. What's in a title?
Quite a bit – if you ask Troup City Administrator Gene Cottle.
Tonight, members of the Troup City Council will consider changing Cottle's official moniker to “city manager.”
Cottle has been Troup's city administrator since March 2012 – two months after his predecessor, Jed Dilling-ham, resigned, according to reports.
Despite the fact Cottle was Troup's official administrative manager in a Texas council-manager form of government, he said he felt he was spending way more time than was necessary explaining the nature of his job to others.
“Really, it's about folks recognizing what the job is,” Cottle explained Monday. “When you use the 'city administrator' term it's confusing. But everyone knows what a city manager is.”
It didn't, therefore, take Cottle very long to conclude his existing title didn't convey the same independent auth-ority as that of a city manager. So he set about asking the council to change it.
Once upon a time, the title of city administrator was mandated by ordinance.
But that is no longer the case. These days the terms are interchangeable, Cottle said.
“It's just easier now – a matter of nomenclature,” he said Monday.
Also, upgrading the title is an important and modern step to take, Cottle said: Troup's population was 1,869 as of the 2010 census. It is a two-county town – Cherokee and Smith Counties.
Council members will indicate if they agree with Cottle's assessment when they consider the matter starting at 6:30 p.m. tonight.
