Board sets max price for construction projects

JACKSONVILLE — School board trustees approved a guaranteed maximum price for construction projects at two Jacksonville campuses Monday, ensuring costs stay well within the amount voters passed this past year in a $22.78 million bond package.

JISD Superintendent Dr. Joe Wardell said the maximum price for construction of a new West Side Elementary campus at 1105 College Ave. is $15,670,702, while a renovation project that calls for additional classrooms and a band hall at Nichols Intermediate School is $4,403,672.

The cap for a proposed alternate parking lot built on the north side of the gym is $449,52, he added.

JISD has contracted Lee Lewis Construction of Dallas as the main contractor, while architect Clay Combs & Associates of Dallas will work once again with the district on the building projects.

“They did the four schools – East Side, Joe Wright, Fred Douglass and the high school,” Wardell said. “We feel (the building) is a great design and is very function, but we also are only a five percent architect's fee, instead of a six percent fee if we went with a different one, so that saves $150,000.”

The new West Side building will be similar in design to the plan used for East Side, which opened last fall.

Based on how smoothly the previous four projects went in 2013, Wardell said he feels the West Side and Nichols projects will flow as smoothly.

“We're actually a little bit over a month where we were with the Joe Wright and East Side projects two years ago – in our experience with that design, we feel it'll be a good, smooth setting,” he said.

Groundbreaking ceremonies have been set for the two projects, he added.

The Nichols ceremony is slated for 6 p.m. June 24 while the one at the West Side site will be held 6 p.m. July 8.

The two projects are expected to be completed by next July, with doors to open in August 2015, the superintendent said.

During Monday's meeting, trustees also approved an interlocal agreement with Region 10  Education Service center for a 2014-15 multi-regional Child Nutrition Cooperative Purchasing Program.

According to Yvonne Bergert, administrative assistant to Dr. Wardell, the school began partnering with Region 10 this past year, giving the local district an additional purchasing source for food products, keeping costs competitive.

The district also awarded bids to Flowers Bakery for bread and bread products, as well as to Oak Farms for juice and milk products for the upcoming school year, Bergert said.
