Council gives final approval on new subdivision

BULLARD — Local city leaders have joined forces with a housing developer and Cherokee County officials to help launch a subdivision adjacent to County Road 3801.

On Tuesday, members of the Bullard City Council approved the final plat in the Mulilo Subdivision – a proposed 200-rooftop subdivision just off U.S. Highway 69 – said City Manager Larry Morgan.

“It's a little unusual,” he said of the joint effort.

“In our subdivision ordinances, if you put in a development adjacent to a substandard road, it has to be improved to the city's road standards. This agreement works for all three entities to be in sync to get these roads up to standards,” he explained.

Real estate developer Pierre de Wet is behind the project; nearby is another subdivision he developed, Morgan said.

“The city worked with county and (de Wet) to make this happen,” and the next step is to prepare the site, he added.

“The developer will be taking out some trees and putting in a slope for drainage, then through an agreement with Cherokee County (the subdivision lies in Precinct 3, overseen by Commissioner Katherine Pinnotti), after the initial installation of the infrastructure, there will be some paving,” Morgan said.

Once the lots are platted and ready to sell, the county will return to install more permanent roadways made from asphalt.

In other action, council members adopted an ordinance regulating the drilling of water wells within corporate city limits, as well as provided a procedure for issuance of related permits.

“We want to be able to protect our ground water, and we want to be able to protect cross-connecting into our water system, and the about the only way able to do is (to know) when and where wells are drilled within city limits,” which is allowed by state regulatory agencies, Morgan said. “We're not against it, but just are wanting to know where wells being drilled, to keep current on (this information).”

The ordinance is  effective immediately, he said.

The council also approved a homeowner request to create a singular property out of two located at 311 and 317 Third Street.

“What they want to do is build a three-car garage on it, and by joining these lots, it gives them the set-back they need,” Morgan said.
